1. An analysis of various Image Pre-Processing techniques in Butterfly Image

Image processing technique is a method of improving the quality of an image. Many image processing operations can be grouped into some method. These are image representation, image preprocessing, image enhancement, image restoration, image analysis, image reconstruction and image data compression. Many images contain a lot of irrelevant and unwanted parts. The process of enhancing pixel intensity and image quality are also carried out after preprocessing. Image preprocessing is enhancement the quality of the image because it is eliminating noise and reducing the distortions of the input images. Thus, preprocessing techniques require for images because it is contained annoying parts in an image. Image filtering is a standard process used in almost every image processing system. In this paper, we describe the various images filtering techniques and filtering algorithms used for image filtering or smoothing. Image smoothing is one of the most important in image processing and it is widely used in image application and which algorithm is the best for smoothing and filtering the images. Image smoothing is to reduce noise and improve the visual quality of the image. The proposed system describes the median filtering, Gaussian high filtering and Gaussian low filtering in preprocessing techniques. The median filter used to remove noise and it is a nonlinear digital filtering technique. Gaussian High pass filters are usually used for sharpening. The filtering techniques have been simulated using Matlab 2018a. In performance of this filtering technique, low pass filtering technique is better and its takes less processing time than other filtering methods. After the preprocessing, the image quality is increase.

2. Enrichment of transient stability for smart grid by pluging mode functioning in wind energy plant

This paper gives the solution for enrichment of transient stability for smart grid connected squirrel cage induction generators used in wind energy system.. In most of the wind power plant induction generator is popular because it can recover energy with relatively simple control,it generates useful power at the variable speed of the rotor, it has low cost and low maintenance. Fault occurs in power system leads to over speed of rotor, consequently the over speed of rotor introduced transients in power system after clearing fault. If the transients are withstanding for more time in the system, the system will have difficult to stable the transients. So for this paper deals with the transient’s stability enrichment of smart grid connected squirrel cage induction generator by using plugging mode operation and stable the transients after clearing the fault. Simulation results show that the proposed method can be effective in enhancing the transient stability. Since in this method, there is no need for accessory equipment, the proposed method is more attractive from the economic point of view.

3. Empirical Analysis of a Newly Developed mHealth Mobile Text Messaging System (MTMS) as a Tool for Healthcare Cost Reduction in Selected Rural Areas of Ghana

Background: Innovative strategies such as mobile health (mHealth) are a serious requirement for the attainment of universal health coverage in Africa. An increasing amount of evidence proves that mHealth interventions may have the capacity to significantly reduce the cost of accessing medical care, especially in rural areas. A mobile text messaging system (MTMS) Framework was recently developed and successfully implemented in Ghana. Objective: The aim of this research was to conduct an empirical analysis of the cost-cutting effect of the newly developed MTMS framework. Method: Empirical data was collected from 32 hospitals and clinics in four districts (Mamprusi East District, Tamale Metropolis, Lawra District and Wa Metropolis) of two of the poorest regions of Ghana; the Northern and Upper West Regions. A purposeful interview was scheduled with caregivers, heads of institutions and patients to determine the cost of accessing healthcare at the health centers. Transportation, admission/readmission, emergency, complications and consultation were used for cost buildup. An average for each health center was determined and coded with MS Excel 2019. Further analysis was conducted using statistical tool SPSS v20. Results: The finding reveal that the newly developed mHealth framework can be used as a tool to cut cost of accessing healthcare by 18.88%, representing $24.04 savings per month. Also, transportation, inpatient traffic and emergency cases were observed to have reduced by 20% each. The findings further indicated that there was improvement in health outcomes, patient experience and clinical governance resulting from the cost cuts and efficiency of the system. Conclusion: The ability of Mobile Text Messaging System Framework to reduce the cost of accessing healthcare in rural areas by 18.88%, provides a great potential to significantly improve the quality of health service delivery in Ghana by scaling and integrating the model into the existing national health system. By harnessing the ubiquitous nature of mobile phone among different levels of citizens, MTMS offers the solution to affordable healthcare. This would strengthen the health systems leading eventually to the realization of the Universal Health Coverage (UHC) as proposed by the UN.
